Zijin Mining, China's leading non-ferrous metals company, fell to a standstill in 2010.
At Zijin Mining's 2011 working meeting, chairman Chen Jinghe acknowledged that due to two environmental incidents in 2010, “the company experienced the most serious crisis since its establishment and the company’s brand image has been severely damagedâ€. At the beginning of March 2011, 10 experts convened by the China Non-ferrous Metals Industry Association signed the review opinion of the "Restructuring Design of the Recently Reformed Engineering of Anjinhuan Gold and Copper Mine of Zijin Mining Group Co., Ltd.," and in principle reviewed and approved the reform program.
A few years ago, Zijin Mining was still self-proclaimed as “China's environmental protection leaderâ€. Each year, it received more than 10 batches of environmental governance study delegation led by the Ministry of Environmental Protection.
However, in May 2010, the “Circular on Supervision of Post-Environmental Verification of Listed Companies†issued by the Ministry of Environmental Protection (hereinafter referred to as the “Notificationâ€) pushed Zijin Mining to the cusp of its reputation. The “Notice†stated that “Decided to Zijin Mining 11 companies with serious problems, such as Group Co., Ltd., have reported criticism."
On July 3 and July 16, 2010, Zijin Mining’s Zijinshan Copper and Copper Mine Wet Process Plant suffered from the leakage of copper-containing acidic solution twice, which caused a major water pollution accident in Tingjiang City.
In September 2010, Zijin Mining's Xinyi Zijin Mining Co., Ltd. was located in the tailings dam of Gaoyan Ridge of the Yinyan tin mine in the heavy rainstorm triggered by Typhoon "Van Abi".
The two major accidents all caused bad social influence.
In the major water pollution accident in Ting River, about 9,100 cubic meters of acidic wastewater containing copper flowed into Tingjiang, one of the largest rivers in western Yunnan, resulting in the death of downstream cage fish, severe fishermen’s losses along the coast, and the impact on the business of aquatic markets around Tingjiang City. At one point, the public was stunned, and some hotels even refused to provide fish dishes because they were afraid of problems. The relevant departments determined that the direct economic loss was 31,877,100 yuan.
In the accident in September, the accident of the tailings dam directly led to the top dam of the Shihuadi Hydropower Station dam, resulting in 22 deaths and significant property losses.
For Zijin Mining, it was also a serious loss. It received the highest amount of environmental protection fines in China, and all parties’ claims and penalties totalled more than 200 million yuan. In addition, five senior middle management personnel including the vice president were sentenced to three to four years. Six months’ imprisonment and 11 others were transferred to the judiciary for a sentence.
What's more serious is the "green signboard". Chen Jinghe said that good environmental records have been a powerful helper for Zijin Mining's acquisitions at home and abroad. “This signboard costs several hundred million yuan, and it cannot be bought back.â€
Pollution is hardest hit
It's not just Zijin that has planted a head on environmental issues. The entire smelting industry is one of the hardest hit areas.
At the beginning of the new year of 2011, the news of “more than 100 children’s blood lead levels exceeded†in Gaohe Town, Huaining County, Anqing City, Anhui Province, once again shocked people's tired nerves.
As early as August 2009, Shaanxi Fengxiang had already exposed hundreds of children with excessive levels of lead in their blood, which triggered widespread concerns about pollution in the heavy metal industry. Subsequently, Hubei Wugang, Kunming, Yunnan, Jiyuan, Henan, Chenzhou, Hunan, Xinyi, Jiangsu, and Taian, Shandong Province, successively exploded “blood lead incidentsâ€, which spanned to the end of 2010.
It is not only heavy metals. The listed companies whose general meaning is considered to be "more rigorous in supervision and better in implementation" have not been spared from the blacklist of the Ministry of Environmental Protection.
