Promote energy conservation and consumption reduction in key industries. Strengthen industrial emission reduction and pollution control. We will formulate guidelines for the reduction of greenhouse gas emissions from key industries such as raw materials, and promote the reduction of emissions of air pollutants from steel, nonferrous metals, chemicals, and cement industries. Promote clean industrial production, carry out special supervision and inspection of sewage treatment in industries such as papermaking, chemical engineering, brewing, printing and dyeing, and conduct research on heavy metals such as emission reduction and pollution control.
Promote comprehensive utilization and develop circular economy. Formulate guidelines for industrial recycling economy, implement demonstration projects, promote the comprehensive utilization of tailings, red mud, industrial by-product gypsum, etc., carry out demonstrations of the recycling of waste electrical and electronic products, and continue to promote pilot remanufacturing of electromechanical products.
Promote the development of new energy and energy conservation and environmental protection industries. Formulate special plans, establish access standards, and guide industries such as polysilicon and wind power equipment to break through key technologies and achieve orderly development. Accelerate R&D and promotion of new energy-saving and emission-reduction technologies, new processes, new equipment and new materials, and prepare special plans and recommended catalogues for key technology promotion.
Li Yizhong said that next year, the Ministry of Industry and Information Technology will promote the introduction of guidelines for accelerating the elimination of outdated production capacity, strictly implement standards, laws and regulations on energy conservation, environmental protection, quality, and safety, based on market competition, survival of the fittest, and comprehensive use of economic, legal, and necessary administrative means. Promote the withdrawal of backward production capacity. In accordance with the objectives and tasks set by the State Council, an industry-wide implementation plan will be formulated to implement the decommissioning of steel, electrolytic aluminum, cement, and calcium carbide, ferroalloy, and coke industries in 2010 to various regions.
